Environmental Certification

All information related to Level 2 is in the Level 2 Control Plan – Level 2 control plan V1-CNCE-25.10.2011.

Level 2 of environmental certification is based on a framework which includes sixteen requirements shared in 25 control points on the following four themes: biodiversity, phytosanitary strategy, fertilization management and water resource management. This level is based on an obligation of means.

Regarding a certification, this level can only be validated by a Certifying Body approved by the ministry in charge of agriculture such as Socofret.

Agricultural operations can also access this level through pre-existing procedures as long as they have been recognized by order of the Minister responsible for agriculture. Level 2 certification can be managed individually or in a collective framework:

The requirements of the CE2+ Certification are detailed in the Cahier-des-charges-CE2.

The CE2+ certification allows farmers to access the first level of payment of the CAP eco-schemes. It is therefore an alternative for all producers who cannot access the eco-schemes through agroecological practices, IAE and through certification via organic farming and HVE.

This certification is based on obligations of means and promotes good practices implemented by farms.

It consists of a mandatory base including:

– level 2 environmental certification: obligations of means on the themes of biodiversity, phytosanitary strategy, fertilization and irrigation.

– a diagnosis of the farm on the four indicators of the High Environmental Value (HVE) certification: biodiversity, phytosanitary strategy, nitrogen fertilization and irrigation.

This mandatory base must be supplemented by one of the following two options:
– Option 1: Validation of at least 10 points on one of the four HVE indicators (level 3)
– Option 2:
-> Justify the use of 2 sobriety indicators that implement the principles of precision agriculture and that make it possible to reason the use of inputs (1 phyto/1 fertilization or 1 phyto/1 irrigation), see Indicateur_de_sobriete-liste_outils_OAD_materiels_varietes.
> Justify the commitment to a collective approach to waste recycling (such as an ADIVALOR certificate).

As this is a certification, this level can only be validated by a Certification Body authorized by the FNSEA, the AGPB and the AGPM such as Socofret.
The CE2+ Certification can be managed individually or in a collective framework.

The High Environmental Value (HVE) Certification corresponds to the highest level of environmental certification for agricultural operations (Level 3).

Only farms certified according to level 3 can use the term “High Environmental Value” as well as the 2 logos in compliance with the usage regulations of the collective brand Haute Valeur Environnementale and the collective brand Issu d’une exploitation Haute Valeur Environnementale.

This level brings many advantages:

– Valorization of the operation and its products thanks to the use of official HVE logos.
– Exemption from strategic advice (mandatory from 2024).
– Ease of access to certain markets.
– Accessibility to CAP Eco-schemes.

Level 3 (High Environmental Value) of environmental certification consists of respecting four composite indicators corresponding to the following four themes:

– Biodiversity
– Phytosanitary strategy
– Fertilization management
– Irrigation management

This level is based on an obligation of results since the farm is certified only if each indicator has an overall score greater than or equal to 10 points.
As this is a certification, this level can only be validated by a Certification Body approved by the Ministry of Agriculture such as Socofret.

Level 3 certification can be managed individually or in a collective framework:
